Greetings my Brothers, Quettes, and friends of the Mighty Fourth District, the home of Brigadier General Charles Young, the 1953 Grand Conclave in Cincinnati, Oh, the 1994 Grand Conclave in Cleveland, Ohio and the home of the 360 Ques! I greet you in the name of Jesus the Christ our Lord and Savior. I enthusiastically invite all of you to join us at our 84th Annual District Meeting May 1 - May 4, 2025. Hosted by Xi Tau, Delta Epsilon and Omega Epsilon Chapters who are eagerly anticipating your arrival to greet and welcome you all. The host chapters and Executive board are ready to provide outstanding reports, informational events and various activities for the brotherhood, Quettes and the community.

Additionally, we will optimize the opportunity to fellowship with our local elected leaders, sponsors & partner organizations as well as leaders representing the Divine Nine. We expect members of the Supreme Council, International Headquarters Staff, visiting brothers from other Districts, and other special guests to join us.

I would like to extend my heartfelt thanks to Brother Jeffery "JR" Rollins, the 2025 District Marshal, and his District Planning Committee for the outstanding work that is happening during the planning stage.

I look forward to a professional, informative and festive 84th District meeting with brothers throughout the Fourth District, Omega and with our communities that we serve.

Brothers,
Greetings Brothers of Omega Psi Phi Fraternity, Inc. and the Mighty 4th District! It is with great honor and immense pleasure that I welcome you to the 84th Edition of the Omega Psi Phi Fraternity, Inc. 4th District Meeting, taking place from May 1st to May 4th, 2025, hosted at the Hilton Garden Inn - 101 N. Summit Street, Toledo, OH 43604. We are excited to gather in the vibrant city of Toledo, Ohio, for this momentous occasion.

My name is Jeffery L. Rollins, but my friends call me J.R., and I have the distinct privilege of serving as your 84th 4th District Marshal. The brothers of Xi Tau Chapter, Omega Epsilon, and Delta Epsilon are excited to be your hosts for the next four days. Together, we’ve worked tirelessly to ensure that this experience will be one of fellowship, reflection, and empowerment as we come together with one purpose: Purposeful Service.

Our theme for this gathering, Purposeful Service, is a reminder that everything we do as Omega men is guided by our commitment to serve with intention and impact. As we engage in discussions, share ideas, and strengthen our brotherhood, let us remember that our work—whether in our local communities or as part of the greater 4th District—should always have a clear and meaningful purpose. It is through purposeful service that we continue to uplift those around us and make a lasting difference in the lives of others.

Toledo, a city with a proud history and a bright future, stands ready to welcome and serve the brotherhood and our guests from near and far. The city is home to one of the most respected art museums in the country and a world-renowned zoology center, both of which reflect Toledo’s deep appreciation for culture, knowledge, and growth—values we share as Omega men.

Our presence in Toledo is rich with history, stretching back to 1937, when Iota Sigma Chapter was founded at the University of Toledo, followed by Omega Epsilon Chapter in 1949. In 1970,Omega Epsilon was reestablished along with establishing Delta Epsilon at Bowling Green State University, making our district home to the only twin chapters in all of Omega Psi Phi. Additionally, the Xi Tau Graduate Chapter, chartered in 1960, this year, we proudly celebrate 65 years of service to the Toledo community. These chapters, alongside the countless contributions of brothers throughout the years, are a testament to our ongoing commitment to purposeful service.

As we gather here today, I want to express my deep gratitude to Brother D.R. Mike West for his continued confidence and support. My sincere thanks also go to former DM Brother Christopher Shropshire and the Xi Tau 2025 4th District Committee for their tireless work in making this event possible.

As we move through this 84th District Meeting, let us remember that every conversation, every collaboration, and every action we take is an opportunity to serve with purpose—purposeful service that uplifts our communities, strengthens our brotherhood, and carries forward the legacy of Omega Psi Phi.

I am honored to share this time with you all and Welcome, Brothers, to Toledo, Ohio! Let us make this 84th District Meeting one to remember!
